The article substantiates a methodological approach to assessing the effectiveness of establishing industrial parks (IPs) in Ukraine as an instrument for the economic development of territorial communities. The relevance of the study stems from the fact that, amid the full-scale war and the decentralization reform, communities are increasingly relying on IPs to attract investment. Yet, the practical performance of a significant share of registered parks remains low. Scientific approaches to evaluating IP effectiveness are systematized – the classical approach (agglomeration effects and cluster development), the institutional approach (quality of management, transparency of incentives), and the domestic approach (implementation barriers) – revealing the absence of a single unified methodology. An original approach is developed, based on an integral indicator of IP establishment effectiveness that combines seven components – logistics, energy resources, land type, management company, anchor enterprise, specialization, and security – each scored on a 10-point scale. The approach was tested using data from the “Industrial Parks of Ukraine” catalog as of 01.10.2025, covering all 106 registered IPs. It was found that only 38 parks (35.9%) achieved an effectiveness score above 5 points, while the majority remain at the stage of partial or largely declarative implementation. Key barriers identified include low energy supply provision (two-thirds of parks below 15%), the predominance of newly established management companies lacking experience (62.3%), the absence of a core anchor enterprise (53.8%), and the prevalence of universal specialization without a clear clustering strategy (62.3%). An analysis of state incentives for IPs in 2024-2025 revealed a systemic imbalance: over 52% of budget support was directed to parks with low effectiveness scores. Based on the identified shortcomings, an approach to IP development grounded in a cluster-based economic model is proposed, involving the calculation of the location quotient, the identification of promising products and anchor producers, the construction of value chains, and the formation of a three-tier spatial cluster model – core, operational belt, and regional level. The findings can be used by public authorities to improve the effectiveness of state incentives for IPs and to strengthen mechanisms for the economic development of territorial communities.
