Improving the monitoring of strategic risk management in local communities

The article is devoted to substantiating the conceptual foundations for improving the monitoring of strategic risk management in territorial communities, as a key tool for increasing their resilience to multidimensional threats and ensuring balanced long-term development. It shows that communities operate in conditions of overlapping military-political, natural-technogenic, economic, socio-demographic, energy, and infrastructure risks, which necessitate a transition from a “post factum” response to a systematic, continuous, and standardized monitoring approach. On this basis, approaches to the formation of a comprehensive risk assessment methodology are proposed, which provide for the unification of the list of threats, a system of quantitative indicators for key areas of community life, the use of risk ranking scales, and the application of geographic information systems for mapping vulnerabilities and visualizing the results of the analysis. The feasibility of developing integrated digital information and analytical monitoring platforms that combine data from state statistics, the State Emergency Service, local financial authorities, energy companies, and other stakeholders, operate in a mode of regular updating, and provide open access to generalized information is substantiated. It is shown that the effectiveness of such systems is impossible without institutional strengthening: the creation of specialized units for risk management and strategic planning in local self-government bodies, staff training, the establishment of interdepartmental and interregional coordination, as well as the involvement of the public in the processes of data collection, risk assessment, and control over the implementation of measures. The structure of a multifunctional monitoring mechanism is outlined, combining regulatory and legal support (the Budget Code, legislation on local self-government, civil protection, and access to information), a methodological framework of indicators, digital tools for processing and predictive analytics, as well as mechanisms for their practical implementation in the form of scenario planning and risk management programs.
