The article examines the theoretical and practical aspects of improving the mechanism of public administration of the healthcare system based on a system of interrelated principles. The relevance of the topic is determined by the industry’s strategic role in ensuring national security, preserving human capital, and the sustainable development of territorial communities under conditions of military challenges, systemic transformations, and European integration processes. The study analyzes strategic documents for the industry’s development and identifies the need for further modernization of management processes. Based on a critical analysis of modern scientific publications, the insufficient development of a holistic methodological framework that would integrate key principles of public administration for the effective implementation of strategic goals has been established. The purpose of the study is to develop theoretical and methodological foundations for improving the mechanism of public administration of the healthcare system. As a result, a system of interrelated principles has been formed (people-centeredness, accessibility, transparency, accountability, digital openness, adaptability, resilience, evidence-based decision-making, integrated governance, and continuous improvement), which constitutes the conceptual framework for modernizing management processes. Mechanisms for implementing each principle and their management effects in the context of the industry’s strategic priorities are proposed. It is proven that the principles not only specify the directions for achieving the Strategy’s goals but also ensure their mutual coherence, consistency, and adaptability. The proposed approach contributes to the transition from fragmented to comprehensive public administration, strengthening the resilience and efficiency of the healthcare system in conditions of war and post-war recovery.
