Abstract

The article research the institutional framework lease land relations in agriculture and justification of ways to improve them. It was proposed to establish a dynamic rent, which grows directly proportional to the lease: term land lease of 10 years corresponds to the amount of rent from 3 to 5 % of the normative monetary value of land, 10 to 25 years – the rental rate is 5-8 %, term of 25-50 years – 8-12 %. It is obligatory in the lease agreement to indicate the qualitative state of the land plots at the beginning and at the end of the lease agreement. The tenant, in turn, should take care of the social and economic development of the village, deducting 1-3 % of the amount of profit received.
