Improvement of the infrastructure of information and communication support for the management of territorial communities

The article examines the theoretical and applied aspects of developing the information and communication infrastructure of the territorial community management system as a key factor in modernizing local self-government in the context of digitalization, military threats, and decentralization transformations. It is argued that the transition from fragmented use of information technologies to the formation of an integrated digital infrastructure is a prerequisite for improving the effectiveness of management decisions, increasing transparency within local self-government bodies, and expanding residents’ participation in the formation and implementation of local policies. The essence and structure of the information and communication infrastructure for community management are revealed, and its organizational, technical, and functional components are identified. Attention is paid to the role of the digital manager as a strategic coordinator of digital transformation processes, responsible for developing electronic services, managing IT infrastructure, ensuring cybersecurity, providing analytical support for management decisions, and communicating with authorities and citizens. It is shown that introducing such a managerial role contributes to the systematic nature of digital change and enhances the institutional capacity of local self-government bodies. The possibilities of using mobile applications, chatbots, e-consultation platforms, open budget services, and geographic information systems as innovative governance tools to ensure the accessibility of administrative services, transparency in budget processes, the development of participatory mechanisms, and support for crisis communications are analyzed. The feasibility of integrating local digital solutions with national e-governance platforms and of using cloud technologies and open APIs is substantiated. Financial mechanisms for developing community information and communication infrastructure include local budgets, state subsidies, international grants, and public-private partnership models.
