Human resource management in maritime transport companies as a factor in ensuring sustainable development and competitiveness of the maritime industry

The article examines the role of human resource management in maritime transport enterprises as a strategic factor in ensuring the sustainable development and competitiveness of Ukraine’s maritime industry amid geopolitical instability and global technological transformation. The theoretical basis of the study is formed at the intersection of strategic personnel management, models of organizational sustainability, and principles of sustainable development, which provides a systematic approach to analyzing the effectiveness of personnel practices in the maritime industry. Three key determinants of the human resource management crisis in the sector have been identified: a structural shortage of qualified maritime specialists against the backdrop of a global shortage of officers (9%), a mass exodus of personnel due to military conflict, and the mismatch between existing competencies and the requirements of the industry’s digital transformation. Five key groups of HR challenges have been identified — crew shortages, staff outflow, geopolitical disruptions, skills mismatch, and global competition — for each of which strategic response measures in the context of personnel management have been substantiated. The human resource management system operates through four interrelated components: recruitment and retention strategies using digital platforms and competitive compensation packages, training and development programs in accordance with the current requirements of the STCW Convention, mechanisms for managing crew welfare and safety, taking into account the psychological effects of wartime, as well as tools for the digital adaptation of personnel to automated operational processes. The effectiveness of the integrated management model is confirmed by the record cargo turnover of the Ukrainian maritime corridor and the growth in container traffic in 2024–2025, demonstrating the ability of effective human resource management to ensure the industry’s operational stability even in extraordinary circumstances.
