Functioning features and potential of local self-government under the conditions of marital state

The article is devoted to highlighting the peculiarities of functioning and the search for potential opportunities for local self-government activities in martial law conditions. Separate legal and practical aspects of the functioning of local self-government in martial law conditions are revealed. It is emphasized that local self-government in Ukraine has demonstrated significant effectiveness in functioning in martial law conditions, which is possible thanks to the reform of decentralization of power in Ukraine in 2014-2021, which allowed the transfer of a significant amount of powers and resources “to places”. The list of additional tasks that arise during the war and the legal martial law regime for local self-government bodies is outlined. Critical groups of these tasks have been identified: establishing cooperation with military administrations and military command, working with internally displaced persons, and working with local self-government bodies in temporarily occupied territories. The directions of mobilization and implementation of the potential of local self-government bodies in the conditions that appeared during the period of martial law on the territory of Ukraine are outlined. It was established that the critical directions of strengthening local self-government bodies’ powers are security, defense, and the social sphere. Attention is focused on three directions: attraction of investments in the restoration of infrastructure and objects of significant social importance; involvement of internally displaced persons in work in communities, using their qualifications, experience, competencies, and potential with the prospect of their assimilation and permanent residence in the given territory; the possibility of distance learning on online learning platforms and temporarily free language courses in the world’s leading educational institutions.
