Functional convergence of public administration actors in the system of countering semantic threats

The article presents a comprehensive analysis of the theoretical and methodological foundations of public administration under conditions of intensive semantic warfare, identifying systemic destructive factors that influence Ukraine’s cognitive space. It offers a critical assessment of both the positive aspects and the functional gaps in institutional interactions among key public authorities (the NSDC, the Ministry of Digital Transformation, and the Ministry of Culture and Information Policy). The study also outlines the requirements and determinants shaping the speed and quality of managerial responses to hybrid threats. It is argued that the architectonics of public governance is affected not only by internal communication dynamics but also by expansive foreign propaganda strategies aimed at delegitimizing public authority. The article proposes the author’s approach to improving state strategy through the principle of functional convergence. It is established that, in developing security mechanisms, public authorities must transition from fragmented reactions to normatively and procedurally defined managerial responses, thereby reducing strategic uncertainty. The essence of convergent interaction is conceptualized as the creation of a Unified Analytical and Forecasting Framework that ensures institutional coherence and enhances the state apparatus’s adaptability to dynamic changes in the semantic environment. Achieving these objectives requires epistemic integration of analytical units, development of a national infrastructure for monitoring communication risks and strengthening the dromological resilience of state institutions by synchronizing their temporal rhythms with the pace of contemporary cognitive threats. The article examines the evolution of strategic communications as an instrument for safeguarding information sovereignty, emphasizing the need to foster societal resilience, refine the conceptual and categorical apparatus, and optimize coordination mechanisms between civil and security sectors of public administration.
