Formation of a foreign direct investment attraction mechanism as a factor of Ukraine’s economic security

The article substantiates the current mechanism for attracting foreign direct investment as an instrument for strengthening Ukraine’s economic security amid prolonged wartime uncertainty and preparations for large-scale recovery. The relevance of the study is determined by the need to combine demand for external capital with the protection of critical infrastructure, strategic assets, technological sovereignty, and fiscal resilience. The purpose of the article is to systematize the prerequisites, components, and determinants of the existing foreign direct investment attraction mechanism, assess its performance using macroeconomic data, and develop directions for its improvement from an economic security perspective. The research applies systemic and institutional analysis, generalization, structural and logical modeling, dynamic, comparative, and correlation analysis. The empirical base includes World Bank and National Bank of Ukraine data for 2015–2024, Ukrainian legislation, and materials of the European Union, MIGA, and DFC. The current mechanism is multi-level: it combines general guarantees of the foreign investment regime, state support for projects with significant investments, and incentives offered by industrial parks and Diia. City, investment facilitation, blended finance, guarantees and insurance against war and political risks, and, since 2026, interagency assessment of the impact of investment on national security. Net FDI inflows are highly volatile, ranging from a negative value in 2015 and minimal inflows in 2020 and 2022 to a peak in 2021. Correlation analysis indicates a positive relationship between FDI and GDP growth and a negative relationship with inflation; however, due to the small sample, the results are interpreted as descriptive rather than causal. A risk-oriented improvement model is proposed, including a single digital window, an integrated war-risk insurance facility, performance-based incentives, transparent screening of strategic investments, regional differentiation of instruments, investor aftercare, and a monitoring system for FDI’s contribution to economic security.
