Formation of an effective strategy for implementing digital technologies in the delivery of public administrative services in Ukraine

The article substantiates an effective strategy for implementing digital technologies in the delivery of public administrative services in Ukraine, taking into account the achievements of digital transformation, wartime challenges, and European integration commitments. The purpose of the study is to critically assess the current strategic framework, identify its strengths and weaknesses, generalize relevant foreign experience, and develop a target model of digital service governance up to 2030. The research applies systemic, legal, comparative, structural-functional, and statistical analysis, generalization, and logical modeling. Ukraine has achieved substantial results: in 2026, more than 24 million people use the Diia application, approximately 7 million use the portal, and over 170 services are available online; Ukraine ranks fifth globally in the Online Service Index and first in e-participation. However, strategic governance remains fragmented. The 2016 Concept for the Development of Electronic Services does not cover current requirements for proactive delivery, artificial intelligence, omnichannel access, data governance and cyber resilience, while newer documents regulate only separate components. Key weaknesses include front-office digitalization without sufficient process re-engineering, incomplete implementation of the once-only principle, uneven registry quality, the digital divide, insufficient integration of online and offline channels, unequal local capacity and limited outcome indicators. Drawing on the experience of the European Union, Estonia, Denmark and Singapore, the article proposes a strategy organized around life events, public value and user outcomes. Its components include service portfolio governance, process re-engineering, interoperability and data quality, inclusive omnichannel delivery, cyber resilience, responsible artificial intelligence, local capacity building and measurable performance indicators. The proposed model supports a transition from digitized applications to proactive, secure and seamless public services.
