The article provides a comprehensive analysis of the European experience in developing investment potential as a key prerequisite for ensuring sustainable socio-economic development, structural modernization, and increased competitiveness of national and regional economies. It is argued that, in the European economic model, investment potential is a multidimensional, integrated category encompassing economic, institutional, financial, infrastructural, and social factors, and is not limited solely to the amount of available capital. It is determined that the key prerequisites for the formation of investment potential in European countries are the development of the institutional environment, the rule of law, regulatory policy stability, transparency of economic processes, and the effectiveness of public administration. It is shown that a multi-level investment policy system, which combines national, regional, and supranational instruments, contributes to reducing territorial disparities and activating internal and external sources of investment growth. It has been proven that the active use of public finances as a catalyst for private investment, the development of public-private partnership mechanisms, and the formation of a modern investment infrastructure are important for strengthening investment potential. Attention is focused on the growing importance of innovation policy, human capital development, digitalisation, and the “green” transformation of the economy, which determine the qualitative characteristics of investment processes in Europe. It is argued that the European experience of building investment potential is based on long-term strategic planning and the integration of investment policy with industrial, regional, social, and environmental policies. It is proven that European approaches to the formation of investment potential have significant practical importance for countries with transitional economies, as their adaptation enables the implementation of effective tools for attracting investment and the use of investment activity as a key factor in structural modernization and in ensuring sustainable development.
