The article provides a comprehensive study of electronic democracy as a tool for restoring the legitimacy of public power amid large-scale social transformations in Ukraine driven by digitalization, globalization, armed aggression, and structural socio-economic changes. The methodological basis of the study is a combination of institutional, communicative, systemic, and synergistic approaches. The theoretical basis is the concept of power legitimacy by M. Weber and the theory of communicative action by Y. Habermas. The concepts of electronic governance as an administrative and service mechanism and electronic democracy as a political and communicative phenomenon that ensures citizens’ participation in the formation and control of state policy are distinguished. A structural and functional model of e-democracy as a mechanism for restoring the legitimacy of government has been developed, covering five interrelated levels: subjects of interaction (state and civil society), e-democracy tools (e-petitions, online consultations, participatory budgeting, open data, e-voting), functional results (transparency, accountability, inclusiveness, feedback), final effect (restoration of legitimacy) and risks and limitations (digital inequality, cyber threats, formalization of participation, low digital literacy). A comparative analysis of e-democracy models across individual EU countries has been carried out, and Ukraine’s place within the European experience of the digital transformation of public administration has been determined. The scientific novelty of the study lies in the systematic substantiation of e-democracy as a multidimensional mechanism for restoring government legitimacy, combining regulatory, technological, and participatory dimensions. It has been established that the effectiveness of e-democracy is determined not by the number of implemented platforms, but by the quality of real dialogue between the authorities and society. The results of the study show that, with appropriate regulatory, technological, and educational support, e-democracy can strengthen trust in authorities and help stabilize socio-political processes in Ukraine.
