The article examines the essence, content, and significance of European standards of justice, as well as the challenges that arise during their formation. The article is devoted to the definition and study of the economic aspects of the formation and development of the social housing system in Ukraine. It is determined that social housing, as one of the main instruments of ensuring social policy, directly affects social stability in the country and the standard of living of citizens. Despite significant financial challenges and systemic problems, it has a powerful economic potential and is a profitable long-term investment for the state and society. It is proven that the social housing system in Ukraine, being at the stage of formation, critically needs both structural changes and increased funding. It is substantiated that investments in social housing directly stimulate the construction industry and related sectors (material production and services), create new jobs, and increase GDP. According to some estimates, investments in housing construction can have a significant multiplier effect. In addition, providing citizens with affordable housing reduces state spending on social assistance related to homelessness or poor housing conditions, thereby contributing to economic integration and preventing social isolation. It has been established that one of the biggest obstacles is the chronic lack of funds necessary for the mass construction, purchase, or reconstruction of housing for social needs, both in the state and local budgets. This situation is exacerbated by the fact that a significant portion of the existing housing stock, which could be used for social housing, is dilapidated and requires substantial capital investment in reconstruction and modernization. It is noted that legislative and institutional reforms that provide for a clear definition of funding sources, transparent distribution mechanisms, and the establishment of affordable housing operators (professionals in the management of social housing) can contribute to the effective development of the social housing system in Ukraine. Attention is focused on the fact that the development of this critical system is not only a social duty of the state, but also a profitable economic strategy that ensures GDP growth, stabilizes the real estate market, and improves the quality of the country’s human capital.
