Abstract

In the article the essence of efficiency of public administration and the approaches to its definition at different levels. The proposed definition of effectiveness of public administration as an umbrella figure that includes both quantitative and qualitative characteristics, reflecting the effectiveness in achievement of objectives, efficiency in the use of available resources, the performance of the obtained results (efficiency) as the return on resources expended, profitability as a result of functioning of the national economy, as compliance with the rules of the state of the country with international standards and norms and quality of life of the population. At the state level are: the social; economic; political and system performance. At the level of public administration efficiency of public administration should be assessed using a balanced scorecard (BSC). Dimensions are: customers, Finance, training and development, internal processes. Accordingly, for each measurement, the directions of measurement, expectations and indicators.

Key words: the efficiency of the public administration, the performance of public administration, effectiveness, efficiency, profitability, quality, quality of work life, performance, social performance, economic performance, political performance and system effectiveness.
