The article examines the theoretical, methodological, and applied aspects of the development of information and communication interaction between local authorities and territorial communities, highlighting it as a key factor in the modernization of public administration within the context of digital transformation. It is determined that effective communication is based on the integration of the concepts of e-governance, open government, and digital democracy, which ensure transparency in government activities, accountability of officials, and an increase in public participation levels. The application of systemic, institutional, and network approaches to studying communication processes in territorial communities is justified. The regulatory and legal aspects of digital interaction in Ukraine are revealed, including the content and directions for improving the laws “On Local Self-Government,” “On Access to Public Information,” “On Electronic Communications,” and “On Administrative Services” with the aim of harmonization with European law, in particular the eIDAS Regulation and the Open Data Directive. The feasibility of implementing a unified national platform for electronic consultations and digital document management based on state cloud services, mobile applications, and chatbots for operational interaction with community residents is substantiated. It is proposed to create interactive “community participation portals” integrated into the ‘Dія’ ecosystem, which will promote the implementation of the “once only” principle and ensure personalized access of citizens to public services. Emphasis is placed on the need to develop crisis communication and early warning systems in the context of military threats, as well as creating backup communication channels and integrated platforms for coordinating actions. It was emphasized that the implementation of these innovations will contribute to the growth of local self-government efficiency, the strengthening of democratic practices, the development of digital culture within communities, and the formation of open, transparent, and accountable governance that is compatible with the European digital space.
