The article examines the organizational principles of adapting the municipal management system to global threats through digitalization. The purpose of the article is to study digital tools for municipal management and identify the main directions for adapting municipal management to global threats through digitalization. Large-scale integration of the latest technological solutions enabled municipal management to continue working during times of crisis and to ensure the timely and uninterrupted provision of services to citizens and business structures. The ability to effectively work with data and adapt digital tools directly determines the quality of public services for the population, the level of transparency of local authorities, and the speed and effectiveness of adopting anti-crisis management decisions at the municipal level. At the same time, in territorial communities where digital technologies or data were not used at the strategic level, the crisis revealed gaps and exacerbated problems, the solution of which governments are still working on to this day. The process of transforming municipal administration in response to global threats is structured around the following areas: infrastructure and technological support, municipal electronic governance, social and humanitarian digital inclusion, and the digitalization of the economy. An analysis of regional disparities in the digital transformation of territorial communities of Ukraine was conducted. It was found that the use of artificial intelligence in the activities of state institutions and the possibilities of its application in the field of municipal administration open up new opportunities in the provision of public services, including: increasing the efficiency of state administration bodies through more efficient internal activities and optimization of decision-making policies and service provision; adaptation of state policy and services through improved approaches to the development and provision of services; strengthening the capabilities of supervision, transparency and monitoring in real time.
