Development of state social policy in the “Safe City” projects

The article analyzes the development of state social policy in the “SAFE CITY” projects. In modern Ukrainian realities, the issue of state social policy within the framework of the “Safe City” projects is the need to transform traditional approaches to public administration by expanding the functionality of the “Safe City” concept to the social protection toolkit. This approach involves integrating digital infrastructure (video surveillance, analytics of the notification system) with social services for prompt response and assistance to all segments of the population of Ukrainian cities. Guaranteeing the social well-being of Ukrainian citizens contributes to increasing trust in state institutions and ensuring the economic sustainability of cities in Ukraine. The use of hardware complexes of the “Safe City” projects for monitoring optimizes the work of the State Emergency Service, ambulance services, and municipal enterprises, supporting a comfortable life for all residents of Ukrainian cities. Public order is maintained through video surveillance systems, traffic video recording, and facial recognition, which are designed to reduce street crime and prevent offenses. Networks of “safe spaces” and integrated monitoring systems help protect vulnerable groups of the population, promptly responding to cases of domestic violence, protecting children and supporting people with disabilities. The focus is on creating a barrier-free, inclusive and accessible spatial environment for veterans, people with disabilities and other citizens, which is regulated at the level of city authorities. The “Police and Community” partnership involves informing residents and involving public groups in order to raise legal awareness and culture, in particular regarding the ban on drinking alcohol and smoking in public places. Trust between the urban population and state institutions of social workers can be strengthened by conducting diverse activities thematically related to combating violence and protecting human rights.
