The article examines the meaning of the concept of “integrity”. It attempts to determine the ability to establish the principle of integrity in the public service of Ukraine in the context of the fight against corruption. Acting as one of the main principles of public service in the European Union countries, integrity is the basis of the formation and development of leadership competence. In a democratic society, professional, highly qualified public servants who meet the requirements of morality are in demand. From the point of view of the implementation of professional behavior, integrity is manifested in the ability of an individual to comply with professional rules and standards. At the same time, the reflection of psychological and ethical aspects is the ability to implement professional competencies that are consistent with the system of personal qualities of an employee, habits, motives, etc. In a democratic society, integrity is seen as a way of life for a public servant. In recent years, the concept of integrity has been considered along with the concept of corruption, the study of which in Ukraine using the Transparency International methodology made it possible to identify a formulated public demand for the expansion of democratic freedoms. As a result of the anti-corruption reforms launched in Ukraine in 2014, the SRI indicator of Ukraine increased from 26 to 33 points. Virtue is the result of the individual’s education and upbringing (including self-education). The integrity office of the National Agency for the Prevention of Corruption aims to provide education in the field of corruption prevention by implementing effective methods of teaching integrity and creating appropriate tools for active citizens. Public activists check candidates for vacant positions and contribute to forming a virtuous public service. A significant tool for building a virtuous public service is forming a decent and fair remuneration system for public servants. Development and approval of the principle of integrity in public service is possible under the condition of purposeful unification of efforts of legislators, the conscious public, and the officials themselves.
