The purpose of the study is to comprehensively analyze the evolution and current trends in the development of the concept of electronic governance in international practice, identify key models and tools for its implementation, and identify promising areas for improving digital mechanisms of public administration in the context of global transformations. The article provides a comprehensive analysis of the development of the concept of electronic governance (e-governance) in international practice, allowing for the identification of key trends, approaches, and mechanisms for the digital transformation of public administration. The history of e-government’s formation and evolution is studied, from the emergence of basic digital services to modern integrated systems that enable effective interaction among the state, citizens, businesses, and public institutions. The main theoretical approaches are analyzed, including systemic, process, functional, cybernetic, structural-logical, situational, and cognitive, and the key principles and functional components of e-governance are identified, which contribute to the optimization of management procedures, increasing transparency, accountability, and orientation to user needs. The generalization of scientific publications and international experience allows us to highlight the interdisciplinary nature of e-government, which combines managerial, technological, legal, and social aspects. It emphasizes the role of information and communication technologies in shaping network models of public administration. Special attention is paid to the analysis of e-governance implementation practices across different countries worldwide, the identification of success factors and barriers to digitalization, and the development of strategies for the provision of electronic services at the national and local levels. The results of the study can be used for the further development of theoretical concepts of e-government, the improvement of management processes, the planning of digital strategies and the comparative analysis of international practice in the field of public administration, providing a scientifically sound basis for the formation of modern models of digital governance, focused on innovation, efficiency, and openness of public authorities.
