Conditions and factors of development of sectoral infrastructure as a basis for effective interregional interaction of transport and logistics systems

The article provides theoretical justification and systematization of the conditions and factors of development of sectoral infrastructure as a fundamental basis for ensuring interregional interaction of transport and logistics systems in the conditions of modern economic challenges, digital transformation and post-war reconstruction of Ukraine. The relationship between the level of infrastructure provision of regions and the effective indicators of their socio-economic development (GDP, investment attractiveness, standard of living of the population) is studied. An expanded classification of factors of development of transport and logistics systems by environment of origin (internal and external), nature of influence (general action and specific sectoral), as well as by cause-and-effect relationships (strategic, organizational, economic, entrepreneurial, production, infrastructure) is formed. Key priority factors in the conditions of martial law and reconstruction are identified, including: the sectoral structure of the economy, the level of integration of the economic space, resource provision, technical and technological state of the infrastructure, organizational and management mechanisms, and human resources potential. Four key areas of development of regional transport and logistics systems are identified: ensuring transport accessibility of the territory; coherence and balance of infrastructure elements (elimination of imbalances in multimodal transportation and urban planning); formation of a favorable institutional environment (attraction of private capital through public-private partnership, benefits and guarantees); integration of regional systems into the national and international economic space. A conceptual scheme of organizational and economic support for the development of the territorial transport and logistics system is proposed, which includes a strategy block and an executive block. The latter covers the stages of pre-project assessment, forecasting and modeling, detailed planning, project portfolio formation, continuous monitoring and assessment of the integrated economic, social and environmental effect.
