The purpose of the article is to provide a theoretical substantiation of conceptual approaches to the formation of an effective staff motivation system in commercial banks of Ukraine based on the integration of material and non-material incentives, taking into account the specifics of banking activities and modern economic challenges, as well as to develop recommendations for improving motivational mechanisms in the practical activities of banks. The study employs several research methods: the analytical method – to generalize theoretical approaches of motivation; the comparative method – to compare different approaches and practices of motivation; the method of comprehensive analysis – to study the system of staff motivation in banks; and the structural and analytical method – to determine the components of an effective staff motivation system. The article examines the essence and content of the concept of “motivation” and compares classical and modern theories of staff motivation in commercial banks in Ukraine. It has been established that conceptual approaches to the formation of an effective staff motivation system should be grounded in systemic, competency-based, and risk-oriented principles. The dynamics of the main financial and economic indicators of commercial banks’ activities in Ukraine have been analyzed. A comparison of the pre-war and wartime periods shows that the banking system of Ukraine has not only managed to withstand crisis conditions but also to ensure a gradual recovery of lending and deposit activity and the stabilization of asset quality. A block diagram for improving the effectiveness of staff motivation in commercial banks of Ukraine under modern challenges is proposed, reflecting the sequence of stages, the interconnection of managerial decisions, and the mechanisms of their implementation. The scientific novelty lies in the generalization of approaches to the formation of an effective staff motivation system in commercial banks of Ukraine, considering the systemic approach, the combination of strategic planning, the comprehensive use of material and non-material incentives, and the continuous monitoring of performance evaluation. The practical significance of the research results lies in the fact that the proposed approach can be applied to the formation and improvement of staff motivation systems in commercial banks in Ukraine to increase the efficiency of their activities and staff labor productivity. Prospects for further research include an in-depth study of modern tools for staff motivation in commercial banks in Ukraine in the context of the digitalization of banking activities, and the analysis of opportunities to use digital technologies in the formation of an effective staff motivation system.
