The tourism sector increasingly influences the socio-economic development of Ukraine’s regions, contributing to the diversification of local economies, strengthening investment attractiveness, and supporting cultural identity. The effectiveness of its development largely depends on the quality of public governance, particularly on the availability of practical tools for evaluating the outcomes of managerial decisions. Under current conditions, regions need to develop a balanced tourism policy grounded in reliable data, transparent analytical mechanisms, and coherent governance models. However, the absence of an integrated system of indicators, the diversity of evaluation approaches, the limited digitalization of management processes, and uneven institutional capacity complicate the formulation of practical decisions. The article aims to identify, systematize, and critically analyze conceptual approaches and methods for measuring the effectiveness of public governance, applicable to the development of the tourism sector at the regional level. The research is directed at comparing theoretical models and practical examples and at developing recommendations for establishing an integrated system of assessment indicators that reflects socio-economic conditions, institutional features, and the specific character of tourism policy in Ukrainian regions. The study draws on scientific publications, analytical reports, regional tourism development strategies, and open government data, enabling it to trace the application of various governance models in practice. The methodological basis includes systemic and comparative approaches, content analysis, and elements of institutional analysis, enabling a comprehensive assessment of existing approaches to measuring the effectiveness of public governance in the tourism sector. The study demonstrates that current approaches to assessing tourism governance are fragmented and lack a unified methodology suitable for regional application. Key shortcomings of existing indicator systems include uneven statistical support, insufficient integration of digital tools, and limited attention to institutional factors. The research emphasizes the importance of combining quantitative and qualitative indicators, using spatial development data, and forming adaptive assessment models capable of capturing the dynamics of tourism activity under crisis and post-crisis conditions.
