The process of forming land ownership and land use within various settlements is ongoing. The primary methods of forming new land ownership and land use include their allocation from state and municipal land, division or consolidation of existing land ownership and land use, formation through the conclusion of civil-law agreements, lease agreements, emphyteusis, superficies, etc. Significant influence on the formation of land ownership and land use in the future will be made through the introduction of comprehensive spatial development plans for settlements and amendments to existing legislation to improve and adapt it to the conditions of war and post-war reconstruction of the country by rebuilding existing settlements and planning and developing new ones. In accordance with the developed and approved Comprehensive Plan, owners and users of land plots will have the opportunity to independently change the land use purpose, while adhering to the requirements for functional zoning of the territory and environmental management. Functional zones of settlement territories with a set of permitted types of land use and established restrictions on development, considering environmental management and the sustainable development of urban areas, are an important part of planning and comprehensive plans. Zoning plans will now be a mandatory component of general plans for settlements. Outside settlements, information about functional zones with requirements for development and landscape organization will be directly included in the comprehensive spatial development plan of the territorial community. An additional essential task is the integration of comprehensive plans with the State Land Cadastre and the urban planning cadastre. This will ensure openness and transparency of land-related information, help prevent conflicts over ownership and usage rights, and lay the foundation for e-governance in land management. In the modern context, the application of GIS technologies and satellite monitoring is of particular importance, offering the ability to perform spatial analysis, monitor land condition, and respond promptly to environmental threats. Considering ecological constraints, preserving natural landscapes, and ensuring a balance between development, recreational zones, and environmental protection becomes one of the key conditions for sustainable territorial development.
