The article is devoted to a comprehensive analysis of the current state and key challenges of HR management in the conditions of the full-scale war in Ukraine. Since the beginning of the Russian invasion, the HR function has come under significant pressure from structural transformations of the labor market, acute staff shortages, employee burnout, and limited business financial resources. Based on the analysis of labor market trends, it was found that despite the preservation of basic payments (97% of companies pay salaries in full) and certain support measures (psychological assistance – 53%, training – 47%), more than half of enterprises (55%) are already experiencing an acute shortage of personnel. The crisis has triggered a chain reaction of destructive changes: increased staff turnover, decreased motivation and productivity, weakened team interaction, and insufficient integration of HR strategy with the enterprise’s overall anti-crisis strategy. The paper examines the evolution of HR management in the works of foreign and Ukrainian scholars. Particular attention is paid to the concept of strategic HR partnership, the human capability framework, and the synergistic effect of investment in personnel development. It is proven that the traditional HR management model reveals a number of systemic limitations in wartime conditions and requires profound transformation. The main labor market trends are identified, including intensified competition for talent, growing demand for employee multifunctionality, and the need for reskilling. The purpose of the study is to conduct a comprehensive analysis of the current state of HR management in crisis conditions and to determine promising directions for adapting enterprises’ personnel policy.
