Algorithmic model of the organizational and economic mechanism for managing the development of grain enterprises in an unstable environment

The article substantiates an algorithmic model of the organizational and economic mechanism for managing the development of grain enterprises in an unstable environment. Military and security threats, logistical constraints, price volatility, rising resource costs, natural and climatic risks, and institutional changes require a transition from fragmented responses to an integrated adaptive management system. The purpose of the study is to develop a consistent model that combines strategic planning, comprehensive diagnostics, risk management, resource and financial support, digitalization, implementation, monitoring, adjustment, and sustainable development. The methodological framework includes systems analysis, generalization, structural and logical modeling, comparative analysis, and graphical methods. The proposed model covers nine interrelated stages: target setting; analytical diagnostics; strategy formation; mechanism design; instrumental and technological support; implementation; monitoring and control; adjustment; and sustainable development. Digital transformation is defined as a cross-cutting element that integrates production, financial, logistics, and sales data through ERP, CRM, WMS, GPS, IoT, BI analytics, dashboards, and forecasting tools. A coordinated system of KPIs and KRIs is proposed for assessing financial stability, profitability, resource and logistics efficiency, digital maturity, risk resilience, and management quality. The scientific novelty lies in combining strategic, operational, digital, and risk-oriented logic within a single feedback cycle. The practical value of the model is its ability to accelerate responses to deviations, improve the consistency of managerial decisions, optimize resource use, and strengthen the long-term resilience of a grain enterprise. The model also creates a framework for accumulating organizational knowledge, revising scenarios, and scaling effective practices as external conditions change. The effectiveness of the mechanism depends not on the number of separately implemented tools but on the coordination of goals, resources, responsibilities, digital information, and adjustment procedures. The proposed approach can support the development of management regulations, digital control panels, and anti-crisis adaptation programs for grain enterprises of different sizes.
