The article substantiates the role of adaptive project management as an organizational and methodological tool for implementing state innovation policy in agriculture. The relevance of the study is determined by the need to transform strategic priorities of agricultural policy into specific projects with defined goals, resources, deadlines, responsible actors, risk management procedures, and performance indicators. The purpose of the article is to systematize theoretical approaches to project management and to develop an adaptive approach to its application in the public administration of innovative agricultural development. The methodological basis of the research includes general scientific methods of abstraction, comparison, systematization, structural and logical analysis, synthesis, and conceptual modeling. The study identifies the key sectoral factors that modify the classical logic of project management in agriculture: seasonality of production, dependence on natural and climatic conditions, biological cycles, limited access to financial resources, wartime risks, logistical constraints, land contamination, energy instability, and the need to coordinate a wide range of stakeholders. It is argued that innovation projects in agriculture require not only traditional project planning, budgeting and monitoring tools, but also flexible scenario planning, integrated risk management, digital interaction platforms and feedback mechanisms. The scientific novelty of the article lies in improving the organizational and methodological approach to adapting project management in agriculture by integrating external challenges, sectoral features, stakeholder coordination, and monitoring and feedback between project results and adjustments to public management decisions. The practical significance of the results lies in the possibility of using the proposed approach by public authorities, local self-government bodies, agricultural enterprises, financial institutions, and advisory services when preparing and implementing innovation projects. Further research should focus on developing quantitative indicators for assessing the maturity and effectiveness of project management in agricultural innovation policy.
