The article presents a comprehensive scientific study of the methodological principles for implementing adaptive Agile management in the activities of Ukrainian banking institutions operating under the critical unpredictability of the external environment, caused by martial law, macroeconomic instability, and accelerated digital transformation. The author substantiates that traditional hierarchical management models, focused on rigid formalization, lose effectiveness in a dynamic environment, requiring a transition to adaptive management and the Management 3.0 paradigm, which emphasizes decentralization of decision-making, self-organization of cross-functional teams, and development of intellectual capital. The Agile methodology is considered a practical tool for implementing adaptability, helping reduce time-to-market for products, improve the quality of management responses, and enhance the customer experience. At the same time, the paper argues that direct copying of classical Agile frameworks in the banking sector is impossible due to the high level of regulatory control, the requirements of Basel III standards, and the need for strict risk management. The key scientific result of the research is the development of a hybrid organizational-functional management model that combines a stable hierarchical core for risk control, compliance, and financial reporting (“Run the Bank”) with flexible Agile structures for innovative development and digital service delivery (“Change the Bank”). The proposed approach harmonizes regulatory stability requirements with the need for high adaptability, ensuring the bank’s sustainable development amid uncertainty. The practical significance of the results lies in their potential use by commercial banks to transform management systems in line with the requirements of the National Bank of Ukraine and modern market challenges.
