The characteristics and features of the air transport industry as a system have been determined. The functional composition of the elements of the air transport industry is described from the point of view of the formation and movement of flows. Air transport flows forming elements of the air transport system are proposed to be considered as internal, external, transit, and transfer. The methods of strategic analysis are systematized. The causes of conflicts and contradictions that arise because of the heterogeneity of the elements of the system, which consists of a set of separate and independent, in economic terms, subjects with different organizational structures, strategic goals, and performance criteria, are analyzed, which is a source of incoherence, asymmetry and the complexity of forming shared goals of industry development and needs coordination within the framework of the industry strategy. The internal interaction mechanisms between airlines and airports ensure the interaction of the constituent elements of the air transport industry. It depends on the external macro and microenvironment. The theoretical and methodological foundations of studying the air transport industry as an object of strategic planning have been improved. In particular, the justified expediency of highlighting within its framework the stage of strategic diagnosis (study of starting positions and existing development trends), which precedes strategic analysis (own study of the aviation industry as an object of strategic development from the point of view of defining and forming promising directions and mechanisms for their implementation). It has been proven that the following is necessary for carrying out a strategic diagnosis of the air transport industry: an assessment of the institutional environment for the development of the industry, in particular, the regulatory and legal framework; research of historical aspects and retrospectives of industry development and identification of general trends and dynamics; analysis and assessment of the technical and technological potential of the industry; assessment of resource potential by components; calculation of industry development indicators and analysis of industry structure; analysis of the prospects of the transport services market and the positioning of the air transport industry in the market.
