The role of the state in the development of entrepreneurship in the conditions of war

The article highlights and substantiates the directions of state support for the development of entrepreneurship in wartime conditions. Such directions include financial support, which is becoming one of the most important directions, where the provision of grants, soft loans, and other forms of financing contributes to the restoration of enterprises that have suffered losses due to military actions. Creating unique programs and initiatives for training, consultation, and technical support is also an important aspect that helps entrepreneurs recover their businesses and adapt to the conditions of war. At the same time, the state’s priority is to ensure security and stability, as this reduces business risks and creates a favorable environment for its operation. Also, an essential factor in entrepreneurship development is the stimulation of innovations and partnerships with international organizations and donor funds. Considering the established trends and economic uncertainty, it was established that the state’s intervention in entrepreneurship is critical today. Entrepreneurs ensure macroeconomic stability by paying taxes to the budgets of various levels. This business segment also forms a middle class that is a powerful defender of democracy, increases the population’s welfare, and contributes to rapid life recovery, especially in de-occupied communities and regions. During the war, state support can save hundreds of Ukrainian businesses, which will become drivers of successful recovery and economic growth.   It is emphasized that the state’s actions aim to restore the economy during the war, with the focus on domestic business. Implemented mechanisms are aimed at supporting business development and adapting financial instruments to modern requirements. The state constantly implements measures to restore the economy in the territories liberated from occupation, supports domestic manufacturers, and develops industries that bring incredible economic benefits. The central state programs were analyzed “5-7-9% available loans”, “eRobota,” the international initiative “EU4Business: recovery, competitiveness, and internationalization of micro, small and medium-sized enterprises”, etc.
