Food security, competitiveness of the agricultural sector, ecological and social well-being of rural areas, and the effective functioning of the agricultural sector in general largely depend on the innovative development level of the industry. The research method is the analysis and assessment of modern trends and factors of innovative development in the agricultural industry, and the possibilities of establishing barriers that hinder this process as a result of state support are considered. The analysis of the factors affecting the development of innovative activity in agriculture and the effective measures of stabilization and improvement of the situation in the industry revealed in the search process was carried out. The article provides an overview of existing interpretations of the concept of “innovation”, which made it possible to indicate the author’s position regarding the conceptual component of innovation in relation to the agricultural sector. Different contents are included in these definitions, focusing attention on certain aspects. The conducted analysis of the definition of “innovation” allows us to apply its main dominants: process, result, change. Particular attention is paid to the factors that support innovative development of the sector (lack of own funds, high cost of innovation, high risks, lack of qualified personnel, insufficient level of financial support). The listed factors block the further development of the agrarian sector, and therefore the creation of conditions for their level becomes the primary task. The introduction and expansion of innovations and innovative technologies in the agricultural sector is characterized by a free pace, which emphasizes the special participation of the state and its support. The main measures for the development of the key areas of innovative development of the agricultural sector are defined as: strengthening of scientific and personnel potential, development of rural infrastructure, improvement of financial literacy of agricultural producers, expansion of grant support, development of new and improvement of existing mechanisms for subsidizing scientific developments, granting preferences to commercial organizations.
